Rev. Dr. Joan A. Carr
President & CEO
Dr. Carr is an ordained minister at Jabbok International Ministries. She serves on the Mother’s Board and the Board of Elders. She is an active member of the outreach ministry, and she is also a counselor for the Jacob’s Ladder Program.
She obtained her Bachelor's of Arts in Business Administration in 2003 from Potomac College, and is currently pursuing her Master's in Community Counseling from Argosy University. In 2014, Rev. Carr was awarded an honorary doctorate of divinity from New Covenant International Bible College.
Dr. Carr is the mother of two children, and the grandmother of four.

Minister Cheryl A. Twilley
Vice President
Minister Cheryl Twilley is a native of Washington, DC, and Maryland Suburbs. She and her husband, Elder Gregory Twilley, started “I Can Stop” Gospel Rehab after overcoming his addiction to drugs.
Minister Twilley is currently a student of Biblical Studies at Pentecostal Assemblies of the World and Evangel Cathedral. She attends Faith, Hope, and Charity Ministries where she is a minster and very active in various programs.
Minister Twilley is the mother of four, and the grandmother of six.

Evangelist Rosemary Townsend
Treasurer
Evangelist Rosemary Townsend is a native Washingtonian and has been involved in ministry for over 40 years. She has served in various areas of Christian ministry from teaching Sunday School to being a radio announcer for the weekly broadcast.
She currently attends Holy Trinity Worship Center International, where she is active on the ministerial board, the women’s ministry, and several fundraising and planning committees.
Evangelist Townsend is the mother of two, the grandmother of four, and great grandmother to one.
